Building a well-stocked library for a religious school runs into the same problem everywhere: the budget is limited, while the range of what is needed is wide — classical texts, Qur’ans for students, general school books, and reading material for children. Here is a practical way to set priorities.

1. Step 1: Map the Core Needs First

Before spending anything, list what is needed in order of priority: (1) the classical texts or textbooks required by the curriculum currently being taught — the most urgent, because they are used in class immediately, (2) Qur’ans for students who do not yet have one, (3) supporting and reference works, and only then (4) general reading for enrichment. This ordering is what stops the budget from being spent on the “good to have” before the essentials are covered.

2. Step 2: Buy Wholesale, Not Retail

Buying directly from a distributor in quantity is almost always far cheaper per copy than buying retail, particularly for orders of dozens or hundreds at once — a Qur’an or a primer for an entire intake, for example. The difference between wholesale and retail becomes substantial once it is multiplied across a large order.

3. Step 3: Make Use of Endowment and Donation Programmes

Many individuals and institutions run waqf programmes for Qur’ans or book donations to religious schools. A school can open this channel publicly — through social media or an alumni network — as a source of funding outside the regular budget, especially for Qur’ans, which are the most common target of such programmes.

4. Step 4: Look After What You Already Have

The existing collection is an asset too. Protective covers, rebinding books that are starting to fail, and an orderly lending system — books returned on time and in good condition — extend the working life of the collection considerably, which reduces the replacements that drain the budget.

5. Step 5: Spread Purchases Across Terms

There is no need to cover everything in a single procurement round. Dividing the plan across terms or academic years, following the priorities from Step 1, keeps the budget manageable in a way that trying to do it all at once never does.
